Make clear that the “API reference” page is an index of our modules.
Add a pointer to the “interface” part of the landing page for people
wanting to learn how to interact with Software Heritage.

To ease finding that page in the documentation. This transforms the chapter from the
onboarding mirror page to a link to that page.

So they can be reused more easily from the documentation.

Even if our `tox.ini` is compatible with tox 3, the command line
format changed with tox 4. For consistency in layout, usage and
documentation, it seems best to update requirements to version 4.

Now that we use PyData Sphinx Theme, we can get rid of the link
customization meant for the RTD theme. This leftover template
was breaking the build with PyData Sphinx Theme 0.13.0.

The README mentions that building everything via tox uses pifpaf
to run the required postgresql database. It feels like a good idea
to also add pifpaf to the command lines required for the manual builds.

Now we have switched to GitLab, code review is done via merge requests.
Update the process to the new terminology and provided tools.

Let’s also move the `patch-submission` ref from the obsolete Phabricator
page to the one about GitLab.

As we have switched from Phabricator to GitLab, we now point at GitLab
documentation on how to automatically link and close issues from
commit messages.

Improvements on the section about commit messages are thrown in for good
measure.

When building the full swh documentation, add a sphinx transform step
to include a swh package apidoc in the toc of its documentation index
page.

Remove the reference to phabricator

Only a couple of. There are plenty others to go around, some of which are getting worked

The project homepage has a proeminent link to the documentation in its
header. Let’s have the documentation link back to the homepage then.

They were broken during the merge done in 0e55968d.

There are plenty of other phabricator links in another places in the
doc, but this ones are the first encountered by a new comer.
