Update swh-search from v0.14.0 to v0.16.0

Required to resolve T4396

It contains two schema changes, so data needs to be migrated. I can't find where the migration process is documented, so we'll probably need to wait for @vsellier in order to run this update.

It's mostly documented within previous similar tasks[1]. We should attend to document this in a proper way in the swh.search docs, probably in its repository to match what swh.graph does.
