Install properly backfill configuration to getty and storage1.staging

Antoine R. Dumont requested to merge generated-differential-D5060-source into generated-differential-D5060-target

Mostly cleaning up manifests to install properly the backfill configuration.

(This cleaned up some roles which were semi-inlined in site.pp, where it should not)

No change in getty nor storage node.
