Update swh_loader_git to 20230530.2

This pulls a newer version of Dulwich (0.21.5) into the image, without changes to swh-loader-git itself.

Requested in swh/infra/sysadm-environment#4888 (closed) to fix swh/devel/swh-loader-git#4749.
