templates/layout: Display ribbon for staging instances of swh-web

Antoine Lambert requested to merge generated-differential-D5105-source into generated-differential-D5105-target

In order to to have an obvious distinction between staging and production instances of swh-web add a Staging ribbon in the top right part of the UI.
