Command line launch improvements

Add a way to launch the archiver director from command line in order to schedule it with cron. Ref #240 (closed)

Object storage and storage http servers now have the same --help description. Also, add a security check for argument type of the port that must be an int. Ref #402 (closed)

Change configuration of the archiver

Changing the configuration and cl arguments allows database's connection string abstraction.

Fix: Remove debug print.
