template: Centralize python config files

• mypy: move mypy.ini to pyproject.toml
• flake8: move setup.cfg to pyproject.toml
• pytest: move pytest.ini to pyproject.toml
• fix python_minimal_version type (should be str not float) see !42 (closed)
