docker: Install cython and configobj in the venv

David Douard requested to merge generated-differential-D7260-source into generated-differential-D7260-target

these are needed for the breeze package (bzr).

Also add a warning about the presence of python 3.9 in the py:37 docker image that can be misleading.

Depends on !174 (closed).
