20240701_faq.md: Ensure to have level 1 heading

This is used by the markdown importer on our WordPress website to
set the FAQ page title.

When it is missing, the FAQ title page is reset to an empty string
when the document is updated.

We need to comment those as the FAQ page on SWH WordPress website is
dynamically generated from this markdown document and those should
not be displayed.

After each document update in this git repository, the FAQ page is
automatically updated on the WordPress website.
