Add a "user support" mechanism to the archive
We need users to be able to send support inquiries.
The idea is:

create a "support" project on Phab to gather tickets from users -
create a mailbox "support@softwareheritage.org" -
add the tooling to create tickets from mails (https://secure.phabricator.com/book/phabricator/article/configuring_inbound_email/) -
advertise/document this new feature on the web app.
Tickets created on this support project should not be public until they have been triaged; or (more probably) they should remain staff-only visible but result in creating a (generally public) ticket in the proper project on the forge (if any) .
The ops team (to be discussed) is responsible for the triage of support tickets.
