Publish extrinsic metadata to swh-journal/Kafka

Extrinsic metadata are added to the storage with origin_metadata_add, but this is one of the only _add methods that doesn't publish to the journal before inserting.

There currently isn't a topic for this, so it will need to be named and a schema defined.
