Deploy next swh provenance v0.4

This version sends the rightful statsd metrics (named swh_graph_* instead of swh_provenance_* currently).

We should also align the production requests cpu and memory according to current usage too [3]

cpu: 750m
memory: 235G

Note: We need to work on the rust release unification pipeline [2] because it's currently out of sync in the repository [1] (I plan to start that work in the next data team cycle next week)
