Create a kafka user named swh-varasterix (on staging) that only has the permission to create groups ids prefixed swh-varasterix-

assigned to @guillaume

Sorry to reopen the issue, I forgot to mention that I needed a privileged user, as I need to access private information (fullnames of revision authors and committers). Could you do that please ?
