AFNR#1270: update forge address to https://pari.math.u-bordeaux.fr/cgi-bin/sgitweb.cgi

Due to the AI scraperbot scourge, the admin for AFNR#1270 has temporarily changed the URL of their gitweb instance from https://pari.math.u-bordeaux.fr/cgi-bin/gitweb.cgi to https://pari.math.u-bordeaux.fr/cgi-bin/sgitweb.cgi. Please update the URL in the AFNR database. I have requested that they email us if it ever changes, then we can change it to the new URL. The AFNR#1270 can be approved for archiving after the URL change.
