AFNR#1132: update contact email address for https://git.lubuntu.me/

In AFNR#1132 it was requested that we update the contact for the https://git.lubuntu.me/ request to Lubuntu Council <lubuntu-council@lists.ubuntu.com>. Please change the AFN database to use this new contact.
