Deploy next swh version v421

Note This proposes a plan to deploy the next swh version. Note that we usually manually name the issue "Deploy next swh version $version". Prior to actually create the issue, drop the unneeded actions from the plan.

Actions:

• swh.core v3.7: Implement sentry tracing
• swh.loader.core v5.20: deposit loader adaptation regarding timeout when retrieving contents
• swh.web v0.9.7:
  • Lots of various fixes and refactoring
  • Citation improvments
  • #5534 (closed): afn email fix regarding last modif date
• swh.indexer v3.8.1: dependency fixed upstream (tagged but not packaged, see blocking point below)

Dependency:

• [merged] #5538 (closed): Adapt webapp configuration first
• [unblocked] indexer v3.8 cannot be packaged since the master build fails ~> v3.8.1 holds the fix

staging:

• swh/infra/ci-cd/swh-charts!533 (merged): swh-charts: Merge new version(s)
• Let argocd deploy
• Tag grafana with "deployment environment=staging service=

  $service2$

  • Check model version upgrade if any (e.g. webapp, scheduler, storage primary, storage secondary replica, ...)
  • Check pod images are pulled correctly
  • Check pods are running without issues (rpc starts, celery workers consume messages, ...)

• swh-charts: Merge staging branch into production
• Let argocd deploy
• Tag grafana with "deployment environment=production service=

  $service2$

  • Check model version upgrade if any (e.g. webapp, scheduler, storage primary, storage secondary replica, ...)
  • Check pod images are pulled correctly
