metallb: Upgrade version 0.13.7 -> 0.13.9

We are at 0.13.7 which is 8 (referenced) releases late [1].

We have a need to pin some ip address to specific services and the current version does not allow it [2]

At least migrate to 0.13.9 (according to changelog, that's the minimum version needed for that feature)

The documentation references at least one way of doing (at least with their latest version 0.14.5).
