Deploy new docker-based jenkins runners
To support the increase in load to cater for swh/infra/ci-cd/swh-jenkins-jobs#4366 / swh/meta#5041, introduce a handful of VMs with scratch storage on fast storage to run jenkins jobs.

After forcing the uids of all the users to be identical on all the machines, the two new jenkins docker agents have been put in service.
These agents have all their data stored on local, nvme storage on the hypervisors, so they're likely to be faster than thyssen.
Looks like the jobs that can use them have running happily so far.
