[scrubber] Deploy the new version of the storage to fix the duplicate entry error in the storage

In staging and production, upgrade swh-storage to v1.12 to fix swh/devel/swh-scrubber#4693 (closed)

The scrubber is self sufficient so no needs to upgrade on other servers
