Deploy swh-web service in the dynamic infra

• Create an swh-web docker image in swh-apps
• Add the configuration in swh-charts / swh to deploy the webapp with configurable backends
• swh/infra/ci-cd/swh-charts!151 (merged): Support dynamic webapp configuration
• Deploy ^
• swh/infra/ci-cd/swh-charts!169 (merged): Configure the auto-scaling to scale the service when needed (X percent of cpu used for example)
