[cassandra] Deploy a read-only swh-storage service
- Create an swh-storage docker image in swh-apps
- Add the configuration in swh-charts / swh to deploy a read-only storage (keep in mind we'll also have to deploy a r/w version at some point so the helm section must be parametric)
- Configure the auto-scaling to scale the service when needed (X percent of cpu used for example)
