git tags pushed to Gitlab do not trigger Jenkins workflow

Earlier this afternoon, I pushed v2.18.1 to the swh-core repository, but it did not trigger a build in https://jenkins.softwareheritage.org/job/DCORE/job/gitlab-incoming-tag/

Yes, there is an ongoing work for this currently tracked [1]
