Deploy a local minio service

In order to have an S3 compatible object storage available, we should deploy a minio instance in the admin scope.

This instance will be mandatory at least to store the gitlab and rancher backups as we don't have usable amazon account for this usecase.

This minio instance should store its data on saam, probably through an nfs export.
