Test Plan

Terraform output:

counters0_summary = 
hostname: counters0
fqdn: counters0.internal.staging.swh.network
network: ip=192.168.130.95/24,gw=192.168.130.1 macaddrs=E2:6E:12:C7:3E:A4

journal0 is updated and rebooted without effect due to a configuration for cloud-init not yet supported on the terraform code. It will fixed later on another diff.
