Update netbox to 2.11.12

Merged all configuration changes from the config examples

  • This introduces a new netbox-rq service for asynchronous jobs
  • Add sysop@softwareheritage.org to netbox admins
  • Enable netbox login persistence
  • Set netbox MAPS_URL to openstreetmap.org

Test Plan

octocatalog-diff isn't very useful as it creates a bunch of new files in the new versioned netbox directory...
