kafka: Update users creation script

Related to swh/infra/sysadm-environment#5606 (closed)

These modifications will update the kafka users creation script to add a --mirror flag which gives permissions on mirror topics prefixed with swh.journal.mirror-notifications..
swh-alter user can be created with these options:

./create_kafka_users_rocquencourt.sh --rw --mirror swh-alter

and existing users can be updated with these ones:

./create_kafka_users_rocquencourt.sh --mirror grnet-prod-01
