recurrent: Add opam policy so all origins are regularly scheduled · 337fed6a

Opam lister is not able to provide the last_update so all those origins do not have any
origins rescheduled once it got ingested in the pipeline. In effect, they get stuck in
the past (unless someone reschedules them).

The current default policy is not appropriate no origins without last update are
scheduled at all.

We have some listers [1] which are not able to provide the last update for some origins.
We should reschedule those once in a while so they can get ingested too.
