azure billing: Deploy the report generation script

Vincent Sellier requested to merge generated-differential-D7456-source into generated-differential-D7456-target

This scripts get the usage csv from the azure sponsoring site and generate an html page exposing a couple of graphs and the raw data. The configuration of nginx to expose the site will come in a following commit
