Activate swh-counters on all the webapps

Vincent Sellier requested to merge generated-differential-D5588-source into generated-differential-D5588-target

it unifies the configuration for all the webapps to use swh-counters as the source for history graphes and live counters

Related to T2912

This is the final step to close the task \o/. I prepare it now as I will be on vacation during the next week. If everything is ok on webapp1, this diff can just be landed to switch the main webapp too.
