keycloak: Add swh theme configuration and deployment

Antoine Lambert requested to merge generated-differential-D3534-source into generated-differential-D3534-target

Add Software Heritage theme for Keycloak deployment and configuration.

The theme is deployed by fetching a specific tag from the theme git repository and copying the files to the Keycloak themes folder.

I successfully tested the changes using pupperware.
