bin/octocatalog-diff: Provide the environment when diff-ing (!34) · Merge requests · Platform / Infrastructure / Puppet / Puppet Environment

For infra/puppet/puppet-swh-site!231, this needs to be provided since it's defined within the hiera.yaml.

Apparently octocatalog-diff alone does not provide it.
