Add bin/octocatalog-diff as a wrapper around octocatalog-diff

The wrapper around octocatalog-diff uses r10k to deploy an environment from the
locally checked out repositories inside a temporary directory, adds the private
data as an overlay, then runs octocatalog-diff using the facts for each host
passed as argument.
