Bump all tests to python 3.10, disable debian packaging

Nicolas Dandrimont requested to merge mr/no-more-debian-jobs into master

We're now deploying (almost) everything to containers running py3.10 at least, and the remaining Debian jobs have been dead since the setuptools pyproject.toml migration, so there's no point keeping these builds up.
