Disable parallel Sphinx builds

pydata-sphinx-theme marked itself as parallel_write_safe=False in the recently-released v0.15.2: https://github.com/pydata/pydata-sphinx-theme/pull/1642

This causes a warning to be emitted by Sphinx, and -w makes it an error.
