templates/pipeline: add a PYPI_UPLOAD parameter

David Douard requested to merge generated-differential-D686-source into generated-differential-D686-target

so we can specify the upload endpoint. This is needed because pypi.org uses upload.pypi.org as host for the upload API (whereas test.pypi.org always use the same host for all APIs).
