swh/production: Update alter config for mirrors notification

Related to swh/infra/sysadm-environment#5606 (closed)

These modifications will deploy swh-alter with a journal_writer configuration to send notifications of alterations made to the archive to the Kafka topic swh.journal.mirror-notifications.removal_notification.
