swh/staging: Deploy swh-alter 1.3.0 with kafka notification pipeline

Related to swh/infra/sysadm-environment#5606 (closed)

These modifications will:

• update the swh-alter configmap to add a journal_writer section (to send notifications of alterations made to the archive to a dedicated kafka topic);
• deploy the new configmap in staging.
