minio_cnpg_backup into master
Merged Guillaume Samson requested to merge minio_cnpg_backup into master

These modifications will create a user (cpng), a bucket (backup-cpng) and a policy in MinIO.
These user and bucket will be used for the WAL archiving and the cpng databases backups.
