gitlab-staging: Remove the namespace alert filtering

Update the prometheus operator configuration to remove the alertmanager filtering on namespace default behavior.

Impact gitlab staging and production and rancher cluster.

The operator versions will be aligned on all the cluster so these application will be easily movable to cluster-component.

The crds will be manually deployed before the deployment.
