cli: Add command to create an endpoint for an event type

Antoine Lambert requested to merge anlambert/swh-webhooks:webhooks-cli-endpoint-create into master

Add "swh webhooks endpoint create [OPTIONS] URL EVENT_TYPE_NAME" command to create an endpoint that will receive webhook messages for a specific event type.
