Remove pypandoc dependency and use docutils to convert rst to HTML

Antoine Lambert requested to merge generated-differential-D2598-source into generated-differential-D2598-target

This removes the not really needed dependency to pypandoc to convert reStructuredText to HTML as this can simply be done using docutils instead.
