save_code_now: Add support for saving tarball origins

User can now provide a tarball URL and select the tarball visit type to save the contents of a tarball into the archive.

Before deploying this, new rabbitmq queue named save_code_now:swh.loader.core.tasks.LoadTarballDirectory should be added in save code now workers configuration in staging/production.
