browse: Ensure qualified SWHIDs are displayed by default in Permalinks

Previously when using Firefox, core SWHIDs were displayed instead of qualified SWHIDs every two page reloads which was quite confusing.

Related to #4768 (closed).

Curiously, I could not manage to write a cypress test reproducing the issue.
