Add a pyproject.toml file to target py37 for black

Antoine Lambert requested to merge generated-differential-D3103-source into generated-differential-D3103-target

This file was missing for swh-web.

Nevertheless, the cypress job on Jenkins needs to be updated as PEP 517 does not play well with pip install --user (D3104), see below:
