Enhancement: AFN: reject requests with identical forge contact name and email address

When the person who submitted the forge just provided the same email address as both the forge contact name and forge contact email, it means more work for AFN moderators; they must find the correct forge contact name, then edit the forge contact email message before sending it. This takes time away from contacting other forges, it would scale better for submitters to provide the correct forge contact name.
