scheduler: Allow configuration file loading from environment variable

Antoine R. Dumont requested to merge ardumont/swh-scheduler:adapt-config-loading into master

As we are expecting it to work like other parts of our swh modules.

Currently we have unexpected behavior when the environment variable is set but unexpectedly ignored by the cli. That discrepancy is just creating confusion when reading the output message...
