cli.origin.send-to-celery: Allow providing scheduler cooldown flags

This should ease rescheduling origins manually in staging for testing purposes.

Typically, i'd like to use this to reschedule the git-checkout origins with the recent releases which patch things up (in staging).

This also contains another clean up commit which drops a duplicated, out of sync & misplaced test file.
