dashboard: pass config object to dashboard, add debug_http option and launch graphical web browser

The dashboard have now access to the config object from CLI. It uses the debug_http option to run flask in debug mode if needed. When using scanner scan with the interactive option it automatically launch the web browser only if it's a graphical one.
