Related to T2367

The scanner will create a set containing for each pattern
one regex object, compiled from the regex generated from
fnmatch.translate.

- blackify all the python files,
- enable black in pre-commit,
- add a black tox environment.

Our CI currently hangs when tearing down the test fixtures after running tests
on swh-scanner. This flag kills the live server process instead of trying to
terminate it cleanly, which works around the issue.

test: APIError raises when input size is exceeded
