Draft: replay: Check if peg_rev parameter should be used to export an external

Antoine Lambert requested to merge anlambert/swh-loader-svn:externals-update-export-command into master

When an external definition has the form -r<REV> <URL> <PATH>, we must check if the PEG_REV parameter of svn export should also be used as it exist edge cases where the export is failing otherwise.

This fixes the loading of the mplayer repository located at svn://svn.mplayerhq.hu/mplayer.
